Offline Files Not Working...

Hi
[Ipad, latest OS version and latest TeamDrive version]
I have my spaces set to all "Available Offline".
In the past, this has meant that all files were stored locally, and I have access to all
files when flying/travelling/out of wifi. And of course syncing happens when I reconnect.
Recently I needed to access a file when offline (working in a cafe).
The file showed with a green tick.
So I tapped it, and the green tick turned to an orange tick and I got the spinning cursor.
So it seems like the file was not local (even though it initially indicated it was).
I tapped another file and 4 more suddenly switched to an orange tick.
In fact, tapping any file in this folder (and several other folders nearby) cause the
green tick icon to switch to orange. I tried images and documents, small and
large files.
The settings icon down the bottom then showed "9" (I'm guessing that meant
9 files waiting to download).
Has something changed? Does the offline attribute of a space have a different meaning now?
